Plans for publication of 2011/12 Qualification Success Rate methodologies
The Skills Funding Agency is currently leading the development of the 2011/12 Qualification Success Rate (QSR) methodologies for 19+ provision and will aim to provide regular updates to the FE and Skills sector on its progress.
The Agency’s proposed plans for the 2011/12 methodologies are as follows:

The overall approach to the methodologies to remain in line with 2010/11 approach, with the core calculations expected to continue to be consistent with previous years;

The changes that are currently being reviewed relate to changes in the 2011/12 ILR specification and reviewing the appropriate inclusion/exclusion of learning aims necessitated due to new and changed funding and learning policies in 2011/12;

For Skills Funding Agency funded provision the existence of different QSR methodologies for classroom based provision and employer based provision will remain in place – and with the Overall and Timely methodology methods in the employer based provision;

QCF Unit success rate - for the first time in 2011/12, as a pilot activity and alongside the formal calculation, there will be an inclusion of QCF units in the calculation of success rates. The Agency plans to incorporate QCF units into the formal Qualification Success Rate calculation using the 2013/14 ILR;

The methodological documentation and associated guidance material will be published in June 2012.
Publication of 2011/12 QSR reports
The Skills Funding Agency will aim to publish provider QSR reports at the end of the academic year following receipt of the final ILR submission for 2011/12 (R15 ILR return is due in on 16 November 2012). In addition to this the in-year qualification success ratesfor employer based provision (for Apprenticeships and other work place provision) will be calculated and published following the R11 ILR submission (return date 08 June 2012). This is due to the fact that ILR submissions have changed for 2011/12 and there is no longer a comprehensive collection from all providers at the quarterly intervals. R11 ILR submission is the first ILR collection that is completed by all providers, has a reference date and will hold a meaningful amount of data on activity in 2011/12.
