In Learning

5 If a WBL programme aim is on any day within the month of the period (PERIOD) then the learner is regarded as being in learning for the aim for that period. This means that the Learning Start Date (A27) of the aim is before the end of the month (of the period) and the Learning Actual End Date (A31) is either during that period, after the period or has not been entered yet.

6 Learners with an actual end date of 1 August are not counted as in learning. This is because prior to 2008/09 there was a significant amount of movement of Apprenticeships taking place on the 1 August for various reasons, such as migrated/ transferred to a new provider, moving to a providers different upin, etc, which was in line with the guidance given out by the LSC. These changes were purely for contracting purposes prior to 2008/09, the funding for in learning was calculated using a period census date, and so none of these changes would have an impact on payments to providers. However this meant that, for MI purposes there was a lot of double counting, as learners who transferred to a new upin were effectively in learning on two upins. This was over reporting Period 1, (by approx 10%). To avoid this over counting learners with an actual end date of 1 August are not counted as being in learning.

7 If an ESF SR programme aim is on any day within the month of the period (PERIOD) then the learner is regarded as being in learning for the aim for that period. This means that the Date started ESF co-financing (E08) of the aim is before the end of the month (of the period) and the Date ended ESF co-financing (E10) is either during that period, after the period or has not been entered yet.

8 In learning is only calculated up to the current period, for example if the data was for Period 6, then A_IL_P7 to A_IL_P12 would be set to zero.

In Learning Year to Date

9 The In Learning Year to Date (A_ILPY2D or E_ILPY2D) denotes the number of periods (months) that the aim had been in learning in the current year, up to the latest period.

Average In Learning Year to Date

10 The Average Number of Periods In Learning in Current Year to Date (A_ILAVY2 or E_ILAVY2) is simply the number of periods (months) in learning in the current year to date, divided by the current period.
