1 Achievement of standalone NVQs.

Purpose

2 To identify whether a standalone NVQ has been achieved. This is for WBL only.

5 Note that this variable is null for apprenticeships. When analysing apprenticeship data, use Status of NVQ / Framework (A_STATUS).

6 Achievement of NVQs Only (A_ACHIEVE) indicates whether an NVQ has been achieved, by going through various stages.

7 The aim must be an NVQ, and so the Programme Type (A15) will be NVQ Level 1, 2, 3 or 4 (A15 = 4, 5, 6 or 7).

8 The LSC Funding Stream (A10) must not be a WBL technical certificate (A10=41) or a WBL key skills (A10=42), as this would mean that the aim is part of a framework, rather than an NVQ in its own right.

9 The NVQ must have a Learning Actual End Date (A31), if not then the NVQ is continuing, and therefore, can’t have been achieved (A_ACHIEVE=0).

10 The Completion Status (A34) of the aims must not be set as continuing (A34=1), transferred to a new aim (A34=4), changes in learning within the same programme type and area of learning/ funding category and remaining with the existing provider (A34=5) or learner has temporarily withdrawn from the aim due to an agreed break in learning (A34=6). If the NVQ has been marked as continuing, then there can be no achievement, if the NVQ has been marked as transferred, or changes in learning, then this would mean that the learner now has a new aim NVQ , and it is on this new NVQ that the achievement will be recorded, so we disregard the first NVQ .

11 The Reason Learning Ended (A50) must not be marked as learner ALSN status changed (A50=1), or learner has transferred to another employer/ provider/ local LSC in the same programme type (A50=2), learner has stopped on this aim due to a change in funding (A50=6) or Learner transferred between providers due to intervention by the LSC (A50=7). If the learner has transferred to another provider etc, then the learner will have a new NVQ aim, on which the achievement will be recorded, so we discount this earlier NVQ. If the learners ALSN status has changed, or there has been a change in funding, then these are administrative reasons why the aim has been stopped, and a new one will be opened to calculate the new funding, and the achievements will be recorded on this aim, so again we discount the earlier NVQ.

12 If the Learning Outcome (A35) is set to Achieved (A35=1), then the NVQ has been achieved (A_ACHIEVE=1).

13 If there is a date in the field NVQ Achievement Date (A40), then the NVQ has been achieved (A_ACHIEVE=1).

14 If the Completion Status (A34) is not set to Achieved (A34=2), and there is no value in NVQ Achievement Date (A40), then the NVQ is regarded as having not been achieved (A_ACHIEVE=-2).

15 If the Completion Status (A34) is set to Withdrawn (A34=3), then the learner has withdrawn from the aim (A_ACHIEVE=-2)

16 If the learner has transferred, withdrawn or stopped the aim, then A_ACHIEVE will be set to one of the transfer values, (A_ACHIEVE=-3,-4 or -5)
