Response to Redundancy Pre-Employment Training Programme
1) On 21 October 2008, the then Skills Secretary John Denham announced a package of measures in response to the economic downturn.
2) The LSC is making available £50m from the European Social Fund (ESF) and £50mthrough Train to Gain to boost skills interventions for individuals under notice of redundancy, those made recently redundant, and those that are unemployed and further from the labour market, but could be made ready for work with this skills development support package.
3) The funding for this activity will be offered holistically, with the Train to Gain and ESF funded elements of the package forming a seamless single offer, supporting the Employer Responsive (ER) funding stream core offer.
4) The programme officially started on the 1 April 2009 and is currently planned to run until 31 December 2010.
5) This programme is designed to offer individuals a range of educational and training service to help them to retain employment or find new employment. This package of services is funded as a block of learning; the size of the block of learning will vary depending on individual needs and will be recorded on the ILR using codes in ILR field A49.
6) As part of this block of learning learner may or may not under take accredited units or qualifications. Providers are expected to record these accredited units or qualifications on the ILR, to allow their contribution towards PSA targets to be measured. Providers will not be funded for these qualifications separately and code SP018 in ILR field A49 will be used to identify them and ensure the aim does not generate duplicate funding.
7) ILR data for this programme will be returned through the Employer Responsive (ER) ILR data collections. The programme will be coded as LSC ESF co-financed (ILR field A10 =70).
8) This programme will be monitored by reporting on
- Learner starts: the number of individual learners that have started on the programme in a particular year
- Qualification Starts: the number of accredited units or qualifications that have been started in a particular year. It excludes the ILR record representing the block of learning
- Qualification Achievements: the number of accredited units or qualifications that have been achieved in a particular year. It excludes the ILR record representing the block of learning.
- Job Outcome and progression to accredited training: the number of learners that have undertaken the Response to Redundancy programme and have entered employment and started further training through either Train to Gain or Apprenticeships. This definition will only be operational from 2009/10 onwards as it relies on a new ILR field that will only be available from August 2009 onwards
