DEFINITION

1. A learner who has commenced an agreed course of learning and has not yet finished that course is said to be in-learning.

DETAILED DESCRIPTION

2. A learner continues to be counted as being in-learning even if that learner is no longer attracting funding because they have drawn down or been paid all the funding attracted by the programme.
