Unique Learner Number
The Unique Learner Number (ULN) is a personal 10-digit number allocated to a learner by the Learning Records Service (LRS). The ULN remains with the learner throughout their lifetime, so that in the future all their learning experiences will be linked together through a Personal Learning Record (PLR).
Since August 2010 the inclusion of a valid ULN within the Individualised Learner Record (ILR) has been mandatory*

ULN Verification Reports
ULN verification reports present the outcome of consistency checks undertaken by the LRS on the ULN (L45), Learner forename (L10), and Learner surname (L09) fields in the Provider's ILR return, using ULN, Given name and Family name in LRS's database.
Please note: ULN Verification Reports can be now generated using Learner Information Suite software. An update on the Provider Gateway versions of the reports will appear on these pages in due course. Skills Funding Agency managers have access to managerial versions of the reports through the Data Service’s Internal MI Library.
