Online Data Collections (OLDC) – Questions and Answers

FAQs 

Question 1. If the OLDC is not live until late September, what is happening in regards to the 1st return due on the 06 September 2011? There are a number of providers and MIS suppliers rushing to complete their ILR return mechanisms for 06 September and are highly under pressure to do so. Are you confirming that  for the 06 September 2011 ILR return, that providers will not need to have ILR data available for submission as the OLDC will not be available to do so?

Question 2. We are using POL to submit data and no other format. We will continue using POL for 2011/12 - is this ok?

Question 3. As we are using POL only - I assume LIS and DSAT are not applicable to us?

Question 4. We use the Maytas system will this mean the uploading process to OLDC will stay the same?

Question 5. Are we already batch if we use Maytas?

Question 6. We currently have a contract for Apprenticeships and Adult Skills budget and use PICs.  I gather that the single ILR will probably not affect us at Rewards from what you have said because we only do one transmission through OLDC anyway?

Question 7. Does the provider funding report still need to be submitted by 6pm in order to be processed that night? Will PFR's still be processed overnight? Will error reports be produced within 2-3 hours post data submission?

Question 1. If the OLDC is not live until late September, what is happening in regards to the 1st return due on the 06 September 2011? There are a number of providers and MIS suppliers rushing to complete their ILR return mechanisms for 06 September and are highly under pressure to do so. Are you confirming that  for the 06 September 2011 ILR return, that providers will not need to have ILR data available for submission as the OLDC will not be available to do so?

Answer: Yes. The expected date that OLDC will be available is 26 September. This means the earliest possible submission will be for R02. The concept of periods for returns no longer exists in 2011/12 and you will have one all year collection on OLDC when it goes live. You will be able to submit data as often as you like. Please see Appendix A - 2011/12 ILR Collections timetable published by the information authority outlining return dates for 2011/12. MIS Suppliers will want to provide you with upgraded systems as soon as possible to enable you to key learner data as it occurs so that you are prepared to submit your first 2011/12 file as soon as OLDC is available. The Skills Funding Agency has communicated with affected providers on their contingency payment arrangements.

Question 2. We are using POL to submit data and no other format. We will continue using POL for 2011/12 - is this ok?

Answer: As long as you are the only department in your organisation returning data. If any department is using Batch you will also have to. Please bear in mind POL is designed for use if you have less than 200 learners. If you have over 200 learners we suggest you switch to using the Batch system.

Question 3. As we are using POL only - I assume LIS and DSAT are not applicable to us?

Answer: As a POL provider you may wish to run your data through DSAT. To do this you download an ILR extract file from POL, and using the LIS & DSAT guidance put the file through these two software packages.

Question 4. We use the Maytas system will this mean the uploading process to OLDC will stay the same?

Answer: Yes it should do but please speak to your software provider for confirmation.

Question 5. Are we already batch if we use Maytas?
Answer: Yes on the assumption you are outputting a file from Maytas and loading it to OLDC.

Question 6. We currently have a contract for Apprenticeships and Adult Skills budget and use PICs.  I gather that the single ILR will probably not affect us at Rewards from what you have said because we only do one transmission through OLDC anyway?

Answer: Yes that is correct, there is no impact as such for you. PICS will output for you a file in the format of the single ILR containing all your learners.

Question 7. Does the provider funding report still need to be submitted by 6pm in order to be processed that night? Will PFR's still be processed overnight? Will error reports be produced within 2-3 hours post data submission?

Answer: There are no plans for changes in either of these processes. Our aim is to meet the same turnaround on all reports but until system testing is complete we do not have accurate projections on processing times of single ILR files which will generally be bigger than the current individual collections.

Question 8. If the anticipated live date is late September, how can people submit by the 06 September deadline?

Answer: The first collection (R01) has now been cancelled. You will be required to make your first return as soon as you can when the system goes live. Please see question one.
